The 1930 US census shows him as an adopted son of John and Bertha Shambaugh. There is a William Chambaugh living nearby - but there isn't any proof at all that this is "Billy".

Yes, unfortunately "Billy" didn't give us any clues as to his relationship with Ralph. Could be a friend or family member. Thanks for the info on Ralph!
